The Doctor's waiting room was half way up Prospect Hill. Some stairs ran alongside the pavement that allowed access into the Doctors Surgery.
Norman would have visited Dr. Burns or one of the other Doctors. The furniture shown in the painting is exactly how it was and I would suspect the patients were not dis-similar to those waiting.
The painting is a stipple watercolour and we know at this time Norman was experimenting with art, using new techniques and different mediums to his usual mediums, part of his work at the college would involve the use all forms of art and composition
